EU citizens can compete for tuition-free state-funded places in Latvia; on fee-paying places the University of Latvia charges e.g. €2,600 a year for EU citizens and €3,500 for others on an English-taught bachelor's (2026/27). Study in Europe counts 29 higher education institutions and 24 colleges, with over 200 programmes in English. Discover how admission works and what a month costs (on average €450–700).
Most programmes are taught in Latvian. You can choose from more than 200 programmes in English – browse them in the Study in Latvia search engine.
For English-taught programmes you have to prove your English – the University of Latvia, for example, requires at least level B2. A certificate such as IELTS or TOEFL is enough, unless you studied in an English-speaking country. The programme description gives the minimum score.
