EU citizens can compete for tuition-free state-funded places in Latvia; on fee-paying places the University of Latvia charges e.g. €2,600 a year for EU citizens and €3,500 for others on an English-taught bachelor's (2026/27). Study in Europe counts 29 higher education institutions and 24 colleges, with over 200 programmes in English. Discover how admission works and what a month costs (on average €450–700).
EU/EEA citizens can work in Latvia without any permit, also while studying.
Students from outside the EU/EEA with a residence permit for studies have limits: according to the EU Immigration Portal, you may work up to 20 hours a week during term and up to 40 hours a week during holidays; master's and doctoral students may work up to 40 hours a week. Note: sources describe the limit for master's and doctoral students differently – the EU Immigration Portal gives 40 hours a week without restriction, while other descriptions allow 40 hours only during study breaks. Check with PMLP or your university's international office before you take a job. After graduation you can apply for a residence permit of up to 9 months to look for a job or start a business.
Look for work at your university's careers office and on the European job portal EURES.
